Hi Zaid- a nice thing about blender is that it runs pretty similarly on all supported platforms, so I’d say use whatever you like ( my preference is for open source systems, so I use Linux - Ubuntu, in fact )
Each person learns their own way, but I find starting with the documentation on the blender website to be good. You can find video tutorials online, as well as print books, such as the blender manual, and the upcoming “blender essentials” book.
